Kevin Spears holds an A.A.S. in Computer Engineering Technology from Cape Fear Community College and a B.S. in Information Technology (minor in Africana Studies) from UNC-Wilmington. A computer technician and philanthropist, he is active in community organizations focused on equity and youth development. First elected to the Wilmington City Council in November 2019 and re-elected in November 2023 (term 2023–2027), Spears was elected Mayor Pro Tem by the Council in December 2025. He has championed equity, minority-business development and inclusive economic growth, affordable housing and anti-displacement policies, and community-policing reforms.
